Who is the best drafting GM in the NHL?

It was probably just dumb luck.

If they knew those guys would be as good as they were, there's zero chance they would have risked then going so deep in the draft.
Actually it was thanks to the scouts they had slway before Holland. Nothing to do with luck.

I've always been lead to believe on these forums that outside of first round picks GM's have nothing to do with drafting.

Draft busts are always chalked up to stupid, bad GM's and good picks are always credited to scouts.
Some GMs don’t have much to do with it. Some do. A guy like Jarmo or Bill Armstrong who came up as scouts and got their shots to GM based on their scouting are likely highly involved. Someone like Joe Sakic or Bill Guerin who went from playing to GMing in pretty short order, are likely less involved.

Very possible the regional scouts wanted them selected much earlier but didn’t yet have a large enough voice in the room to get their guys sooner, and we’re forced to wait. There is a hierarchy to these things and it takes time to gain the type of credibility required to get your list weighted more heavily than another scout within the same team.
