    Was initially more tempted to vote Ottawa, but . . . well, Melnyk.

    Ottawa has the best pool, the most picks, the best GM of this list, but the worst owner, so not them.

    Best pool is pretty debatable as is best GM..

    And while they have a lot of pick in upcoming drafts, if we're talking future as in the next ~5 years it's probably more important which teams have added a lot of in recent years, considering most picks probably have a development time of ~3 years or more.
