No it doesn't. Teams LTIR guys all the time. It's a way to pay for callups during their absence. They probably haven't used it because they can get by with what they have.

A few vets that are overpaid for what they can provide now.

Stuart's buyout.

A few upper depth players that are overpaid by varying amounts.

A few scrubs that are overpaid by varying amounts.

Yes, in our time zone the season actually starts in December and it's now February.
