I think this offense is why Belichick seemed so excited for this season. The offense has changed over the years, but they haven't been that different. He's been seeing other teams using athletic QBs to run more unpredictable offenses and he finally has a chance to do it himself.

It's not a loophole. Part of the COVID rules this year allow teams to bring up 2 practice squad players for the game and then send them back down without having to put them through waivers.
