He can be placed on LTIR the day prior to the season starting, The difference between the two being the amount Vegas is over, is all they can use in LTIR exception for his contract for the season. No, the season starts in October. But why would he wait until it starts in order to sign a contract?
If we had clarkson we would have to be cap compliant with his salary for season opener. Once clarkson is back on ltir then we could sign him for 4 M (his rumored ask). He would do it if everything negotiated ahead of time and he trusted DW. He would then agree to wait until October.
Same scenario works for Vegas if the can dump Eakins or reeves and or others to get under cap that way instead.

Even if you had a handshake deal w/ Gusev for $4M AAV to be signed on day 1 of the new league year, you still have to clear $2.25M - thereby opening up a hole somewhere else (Eakin @ #3C?, can't see anyone clamouring for Reaves TBH)... Also completely ignoring the fact that this team only has 5 NHL dmen on the roster, Gusev ok w/ 3rd pairing minutes, etc...
VGK have tons of forward depth, Way easier to deal his rights for D help or futures and drive on.

Trade Eakin and Reeves to Colorado for Barberio and a 4th (a terrible return for still decent bottom sixers, but heck, you need the space). LTIR Clarkson on day 1 of season, sign Gusev to 4 x 4 and still have roughly 3M of LTIR space to sign a vet 7D.....
Only one of Eakin, & Reaves will get traded. No reason to trade them both.
