Obvious negotiating tactic. If clears it makes it easier to argue he deserves 900k. If he doesn't, another team can risk giving him 2.1m.

Leafs have plenty of players to replace him. Actually, a logjam and they will still need to get rid of people.

Would need to pass through waivers again. From the CBA;

13.2 The "Playing Season Waiver Period" shall begin on the twelfth (12th) day prior to the start of the Regular Season and end on the day following the last day of a Club's Playing Season. Subject to the provisions of this Article, the rights to the services of a Player may be Loaned to a club of another league, upon fulfillment of the following conditions, except when elsewhere expressly prohibited:

(a) Regular Waivers were requested and cleared during the Playing Season Waiver Period; and
(b) the Player has not played in ten (10) or more NHL Games cumulative since Regular Waivers on him were last cleared, and more than thirty (30) days cumulative on an NHL roster have not passed since Regular Waivers on him were last cleared.

He may not have cleared waivers for sure if he was under contract. So, as someone mentioned, in order to be sent down to the Marlies he'd have to clear waivers again.

Yep if there's anything GMs hate it's uncertainty. If Holland HAD been picked up off waivers then obviously he's worth more in his arbitration hearing on Monday. And since the spread is 900k to 2.1M it's a big risk that you're stuck with a 2 million dollar player when you thought it would be closer to 1.
