I wouldn't really recommend going that route, I would suggest making a base out of korean chili flakes & chili paste, along with some garlic and pepper. I personally wouldn't use fish sauce, I'd use anchovy stock. This is mainly for jjigae, obviously other types of soup would require other types of bases.Veggie stock, ginger, chili, garlic and fish sauce should do the trick.
