If you can't use the cap space to acquire long term assets, you can still use it to help other teams get out of midterm toxic contracts in return of picks or prospects.
If you had listened to the other poster the other day about expiring cap space instead of always trying to be right, you would've understood this as he explicitly mentioned this. What he meant is that cap space from years past were wasted opportunities that do not come back. We can't accrue that cap space, we can't get those opportunities back.
