If you are a 25 year old RFA who wants to play for a team with a shot at the cup but is currently on a bottom dweller, you cannot play where you want to be. If you are drafted by a team you don't like, you cannot play where you want to be, etc.
Just the fact that a player is in the NHL doesn't mean he is necesarrily where he wants to be. In soccer, players can leave their teams when their contracts expire to go to the team they want. Things like this would prevent Lindros fiascos and the like.
Keep in mind that the NHL CBA in its current form would be deemed illegal according to European Union labour laws...
