The policy in the past for players that are injured for the entire tournament or don't make their teams but get selected is that you get a re-pick at the end based on where the pick was in the draft. If your pick is the first guy to be injured/not make the team in terms of where he went in the draft, you get the first re-pick.
So if I read this correctly topched does NOT currently own McNeill, so McNeill can be picked at any time still. And topched gets a replacement pick at the end of the last round.
Doesn't affect me, I'm done with forwards, just want to be clear in case the next guy had the desire to select McNeill.
Not sure of the official rules but I would propose that puck drop of Game # 1 of the tournament is the lock on the rosters. In case someone gets hurt before their teams first game but after the puck has dropped on the opening game of the tournament (FIN-LAT). It would be unfair to make roster changes after any official tournament games have been played.
