Seems that Glendale is throwing good money after bad in every direction. How long before the municipality declares bankruptcy itself? So who gets the arena?

The city pledged $25 million last year to the NHL to gain time to negotiate with buyers. On Monday, the NHL cashed the money out of an account set aside by the city, Glendale spokeswoman Julie Frisoni confirmed.
Additionally, Glendale has spent $4.27 million on private attorneys and consultants, public records show. Over the past two and a half years, the city has employed six economic and sports-business analysts, five law firms and a lobbyist to work on Coyotes matters.
Mayor Elaine Scruggs said in an e-mail that it was "prudent business sense" for the city to hire multiple experts to help with economic studies and negotiations. She said the potential loss of $500 million or so in economic impact if the team leaves dwarfs paying $4.27 million to consultants.
