Cleared for contact but not yet cleared to play is the last I heard.

I think they thought he could get the last preseason game in. So, still not cleared for a game at that time but presumably close to it.

On topic, Maatta is a total question mark right now. I doubt he plays opening night, but I think he'll see action in the first week or two.
