My gut says that this is the right call because what Nurse did is a head shot on an unwilling combatant. You can't have guys going around beating people up who aren't willing.
That said, the NHL is inconsistent. What Nurse did is no different from what Domi did, and Domi only got one game. The fact that there is blood...doesn't matter. You should never penalize the result, only the act. The acts are the same.
Does the inconsistency surprise me? Absolutely not. The NHL's on-ice officials are taking their lead from the governing body. They are extremely inconsistent in making a call from play to play without the benefit of instant replay. Then, when they are given the opportunity to use instant replay on a challenge, the call is basically a coin flip as they again are inconsistent. Why should we expect any different from the league who has precedent and time on their side? The way the league is policed and governed now is an absolute joke. I can't even recognize the on-ice officials anymore. I used to know every official in the league, referees and linesmen. I can't hardly name one anymore.
It really is too bad too, as I believe the on-ice product has never been better, but not a game goes by that I don't get infuriated by poor officiating, and I'm not talking about just Oiler games, I'm talking about every game I watch in the NHL, Junior, and otherwise.
