Maybe, and maybe not. In either case, we know nothing about his performance as captain, since none of us are in the locker room. On ice, he's been disappointing, but he may be helping keep the team together through this difficult season. We don't know.

He's been very unlucky (1.6% S%), coupled with being extremely lucky last season (17% S%), his numbers are therefore way down.

The bigger problem is that his confidence is going down too.
