Seems as often as not, it's a consolation prize.
Aside from Kopitar last season, Selke winners are almost never Hart finalists. In the last 25 years only 2 Hart finalists have won the Selke and going back further probably sees even fewer Hart finalists since it used to go to much lower scoring players.
It certainly isn't a Hart consolations prize in recent years.

2016- Kopitar finished 8th in Hart voting (less than 4% of votes)
2015- Bergeron didn't get a Hart vote
2014- Bergeron finished 5th in Hart voting (10% of votes)
2013- Toews finished 4th in Hart voting (very close to being a finalist)
2012- Bergeron finished 18th in Hart voting (3 total votes)
2011- Kesler finished 8th in Hart voting (less than 6% of votes)
2010- Datsyuk didn't get a Hart vote
