The 3rd round will start soon; remember we will have 2 hour clock for that round and 1 hour clock for the remaining 3 rounds. This is because we want the UFA period to start by Monday, and preferably sooner. There will probably be delays during the UFA period, like not having the final UFA periods on weekends. Which might mean the whole UFA period can least about two weeks.

Here are the first two waves for the UFA period. There might be some other smaller UFAs added and guys like Vesey (likely first wave) who will not have major cap implications so the final period wouldn't have that many UFAs. The first two waves will not have more than 15 UFAs each. I got some feedback but with so many UFAs and teams and so few waves, everyone can't be pleased.

We could move 2 of Hamhuis, Campbell, Ladd, Goligoski and Lucic for the 3rd wave; which is as of now projected to be 'blind offer' period, where no one knows what others will offer except me. But I wouldn't be making any offers for UFAs in that period so they'd be PM'd to me. I'd discuss contracts with the committee after the wave is done. You can decide yourself if you want your offer published or not if it's rejected. That's if the first 2 waves go smoothly. If we have some issues, we'll do 3rd wave like the first 2. If you want to push one or two of those 5 UFAs for the 3rd wave, PM me. Those 2 who get the most votes will be pushed for the 3rd wave. As teams with limited cap space might not be able to make more than one offer per wave because no team is allowed to make offer that will have them going over the cap we can spread them out even more.

Make sure your roster post is good before making UFA offers, especially in terms of NHL cap. Cap space/hit and cap hits for all players must be easily seen so we can check that they are accurate. Offers will be rejected if they are not. Let's play fair and try not to cheat others (hiding cap hits of players, creating empty cap space from nowhere etc.). Anyone who tries, will not be allowed to make UFA offers of any kind. If you have issues or questions, PM me. This came up last year; totally unreasonable offers will be rejected. There will probably be some overpayments and some hideous overpayments. That's fine. 2nd liner or 2nd pairing D will not get 10+ mil AAV offers. 35+ year old player won't be getting the max term etc, common sense stuff.


I can't speak for other committee members but for some of the top UFAs, I'll support offers from contenders and/or teams that have been making significant moves to improve their team during this mock over those who have done the opposite/haven't improved their team and aren't contenders. The offer (in terms of money and other ways teams can bid) would have to be a lot better from a team that is clearly rebuilding and is running for the same UFA as contender or a team that isn't a contender but has clearly made efforts to take the next step as a team. I might support even 20-25% worse offers in terms of money from a contender/team that has improved a lot their on-ice product for next season over rebuilding team. Or maybe even more or maybe a lot less. For some, money is all that matters. Depends on the bids and UFAs.

Teams re-signing their players are allowed to add the 8th year to their offers (again as long as it's reasonable; with the likes of Stamkos, Yandle etc it is; with the likes of Backes, Campbell, Nielsen it's not).

Contract committee will likely discuss during the main period about offers via PMs to not fill the thread too much. I'll have specific UFA post where we'll try to update the top 2-3 bids per UFA throughout the period based on committees opinions (GMs who aren't members of the committee are also allowed/advised to give their opinion about UFAs on whom they aren't biased and it can be taken in consideration). I'll also add the time when those top 2-3 lead UFA offers were added, so people get a bit of an idea on what's going on* and I'll try to give feedback for GMs on what they'd need to do or is there anything they can/can't do etc. We can extend periods a bit so there wouldn't be final rush in closing minutes of the period and give feedback/give committees opinions pretty fast on offers. Top 2-3 offers (most likely 3 for big UFAs) will make the final period and committee will review those offers in the thread and maybe to determine what offers will make the final period in the thread if the situation needs it.

Also make sure all the RFAs you want to re-sign are signed. Check your own team here to see if all guys are there. If not signed, they will be UFAs. Plenty of time to sign them as those guy would hit UFA no earlier than wave 4, the last wave.

* I'm Finnish and might not be here during the evenings so unless the other committee members have extra time/votes to do it, the leading 2-3 offers might not be updated during the evening. So if I go to sleep say 7 PM MDT and updated the top 2-3 offers right before that, someone making his/her offers after that might not have his/her offer updated to lead offer list until the following morning even if his/her offer is good enough to be there. So check the time when the offers were updated. Your offer might be good enough to end up there. We'll try to have the UFA period last long enough and give enough and clear feedback/opinions so we can avoid confusion, have the UFA go smoothly and have everyone enough time to make their offers. Preferably the committee wouldn't have much 'power' in decisions and bidding itself would eliminate other offers instead of via committee's decisions but we'll see how it goes.

It is getting hard to know who may be in competition for the same guys and who can and can't spend without updated rosters and finances after all the transactions.

The Flyers are pleased to announce that after careful budgeting and trade completion, they are in a position to attack free agency with the goal in mind to bolster both their NHL and AHL organizations. The Flyers are sitting at 43 contract slots with a little over $11mil in cap space, pending young roster additions of Ivan Provorov, Mitch Marner, Travis Konecny and Samual Morin, there is still room to grow.

Contract negotiations have been ongoing with young UFA Sam Gagner, but it is expected that he will test free agency with both sides at a crossroads in his value.
