Edmonton is diseased at the core and has been for years. Nothing will change short of McDavid being the hockey Jesus some people are hyping him to be (and assuming they don't lose the lottery) or their owner finally getting rid of Lowe and probably MacTavish or a new owner comes in. Last one obviously won't happen. Second one probably won't any time soon.
Oilers fans are the most to blame for the state of the team at this point honestly for the simple fact that the building sells out regularly and the team sells well despite how terrible, corrupt, and utterly accepting of failure the management and team has been. If the product is that terrible and corrupt for as long as it has been then fans shouldn't go. Otherwise the fan base as a whole doesn't really have grounds to complain.
Also, who the **** knows how little or much Edmonton management would ask for any of it's players, but hopefully Hextall looks at what's there and doesn't budge on a good price-tag. Yakupov could be a steal if they decide to move him (which I doubt they do) and Perron/Marincin/Petry could all be quality buy-low pickups.
