Ice maintenance shouldn't be allowed during an icing call. And I'm a neutral fan. Was a free timeout for New York.

What's funny is, right before the goal, the announcers were saying it was a break for the Caps. The ice mainenance allowed them to get their breath back, regroup, etc.
