I don't think he's quite healthy yet. Thought he had shoulder surgery recently?It is my understanding that they can sign him to a 19-20 ELC like they did with Gruden. A 19-20 contract won't count against the numbers for the 18-19 season.
There's no way for Norris to burn a year because his ELC is still eligible for a slide and there aren't 10 games left in the season for him to play. Meaning, signing a 19-20 ELC now instead of in the summer shouldn't be an issue if he has already decided he would like to turn pro.
The benefit of signing him now would be that he could sign an ATO with Belleville for the remainder of the season and participate in the (possible) playoff run.
