Doubt it. He'd fail his physical. Probably wait until Oct when he gets activated. They trade a 3rd or 4th round pick for him if you are a good team. If you are paying your QB, not going to tag him most likely. So, he would be a complete free agent. Probably the best he can hope for now.

I would assume it’s allowed, so long as the new team is okay with the results of the physical, even if he fails.
