If he had played for the Montreal Canadiens in the 70s and 80s, or his cottage was just down the road from Lanny's, absolutely he'd be considered.
Habs players from the 80s who are in the Hall off the top of head include Robinson, chelios, Gainey, carbonneau and Roy.
Then you have guys like Bobby Smith, Shayne corson, stephane richer and mats naslund who I consider as better players than skinner and also not that close to the hall.
Skinner wouldn't get a sniff either way.
