Like who? I mean, there's no one really up and coming in the near future. Alford/Harris/Reid-Foley/etc are all years away

There aren't many prospects that are likely to make their debuts in 2016, but we should be seeing guys like Alford, Greene, etc in 2017, which is when they will be needed. Depending on how Pentecost does this season I wouldn't be surprised if we saw him in 2017 as well. The Blue Jays farm system is just fine.

The Blue Jays traded away most of their top prospects already. They do have some young guys on the roster such as Sanchez and Osuna but they project to be bullpen guys right now. They went all in and traded their top prospects so now the cupboard is bare.

Alex rebuilt the farm system in 2 years after trading away all the top prospects in 2012. No reason to believe he wouldn't have done it again. We will see how quickly Shapiro rebuilds it.:)

If we ignore the context of things then sure this is incredibly reasonable.
