I the last CBA they added a 7 day Negotiation window for teams to talk to UFAs (not RFAs) although no contracts may be signed till July 1st. I think this is to make Day one of UFA more exciting.

UFAs can talk to and negotiate perameters of a deal but cannot sign anything officially until 7/1.

It was confusing enough that the NHL had to send out a message clarifying matters.

Its just the weekend the draft fell on this year. July 1st is always the start of free agency, 7 days before is the start of Negiotation window. This year the draft is June 27-28, last year all 7 rounds were June 30th, the year before it was June 22-23.
