Because there is zero consistency in the NHL in terms of enforcement (or much else). There are no rules. There are no standards. It's all a subjective mess, and we've seen from leaked emails how much the individuals and teams involved can influence decisions.
Basically, buddy up with league executives, be a small-market team that nobody cares about, or be a U.S. market that the league can cash in on, and you can do whatever you want with no repercussions.
It's time we accepted that the NHL isn't actually trying to make the league fair or safe. All suspensions have become is PR control.
