I read something to the effect of Pittsburgh used to be way bigger in population, thus more taxes and more public workers & equipment. But the roads don't go away when population shrinks but funds sure do.
Correct. The population of Pittsburgh is half of what it was in 1960. With basically the same amount of roads they had in 1960.
