Sure the idiots are at fault for the most part but french security is not blameless. There have been many statements / interviews that showed the french authorities didn't want to cooperate with those from other nations and did not heed their warnings when they wanted to warn about potential troublemakers.

They are already banned. They are blacklisted, the French were notified they're coming, they were taking pictures and bragging on Ultras forums, St Etienne fans were buying tickets for them etc. Yet they did **** all to stop it.
