Finland looks unlikely to even get a shot at goal with how game has unfolded. Maybe some miracle from a corner. I suppose they could get a 0-0 if the Belgians are not willing to risk an injury to give their 100%, but odds are that Belgium will find a way to score eventually as the Finns will tire as the game nears the end.
