Right? Is that a black and white thing in the rulebook or something they just generally do?
46.16Third Man In - A game misconduct penalty, at the discretion of the Referee, shall be imposed on any player who is the first to intervene(third man in) in an altercation already in progress except when a match penalty is being imposed in the original altercation. This penalty is in addition to any other penalties incurred in the same incident. This rule also applies to subsequent players who elect to intervene in the same or other altercations during the same stoppage of play. Generally, this rule is applied when a fight occurs.

At their discretion, so if the team is down they don't call it. I love hockey, but man the NHL officiating/rules makes it hard to watch sometimes.

Stecher and Stutzle have already dropped their mitts. Tkachuk comes in and gets Stecher with a left and two right jabs (maybe throwing bombs was an exaggeration) while jumping on Stecher. It is 2 v 1 fight at that point.
Yet no one got a fighting penalty?? You might want to rewatch that one.

It would be extremely rare to see a 3rd man penalty called where no one gets a fighting penalty. The whole thing was a nothingburger except the cross checks.

I did...doesn't matter that no one got a fighting penalty. They dropped their gloves and were in an altercation. If the officials don't want to call it a fight...typically they will throw a roughing or something on the 3rd player to acknowledge...that hey you shouldn't do that.

Don't care though Maccelli finally got a sog :)
