League Commissioners

Hollywood Hamels,

(reserve commissioners, to be appointed if deemed necessary: BigG44, C-Saku Koivu MTL)

These three people oversee the entire game's operations. They each hold the same rank, nobody outranks the other. They may choose to change the rules or guidelines in the game as they see needed. They may elect to seize control of any position in the game that is not being managed properly, whether it is for inactivity or other reasons. A replacement will be appointed.

Game Outline

* Game begins when league commissioner(s) give the green light, trade talks can begin then.
* 1st Round of the draft will be on Thursday night, Time: 7 PM Eastern
* 2nd and 3rd Rounds to be held Friday afternoon, Time: Noon Eastern
* Player agents announced, GM's may begin negotiating with UFA's on Friday, Time: 4 PM Eastern
* UFA signings can be announced starting on Saturday, Time: 4 PM Eastern
*Hollywood will begin his famous "babe draft" on Sunday, for those wanting to participate, it is not a requirement, just something extra on the side.

Team Trading Procedure

Trade Tracker - Hollywood Hamels
All trades should be PM'ed to this person so they can update the trade list.
Officially, there isn't a trade committee, but any commissioner can object if they feel a trade is too unrealistic to allow, which would then bring about a vote between the commissioners whether or not to allow the trade.

NTC's will be handled on a case by case basis by the commissioners. If a team wishes to trade a player with a NTC, the first step is to request a list of teams the player would waive his NTC to play for, which can be done by sending a PM to one of the commissioners. They will then discuss and reply with a list of teams the player would accept a trade to.

As always, when a deal involves a player with a NTC, 2 out of 3 commissioners must approve for such a trade to be allowed.

NTCs and NMCs:

The League Commissioners will decide whether or not a players will choose to waive his NTC/NMC. 2 of the 3 league commissioners will have to agree to waive it.

If a player has a limited NTC/NMC, the league commissioners will decide which teams he will accept a trade to.

If you aren’t happy with a decision, too bad. If you aren’t willing to operate under this rule, don’t join.

Resigning UFAs before Free Agency Starts
There will be no signing of ANY 2009 unrestricted free agents before the UFA period begins(July 1st). No exceptions. Thats right, that means players such as Hossa, Bouwmeester, Havlat, Ohlund and The Sedin Twins, along with all others, will actually be available the start of free agency.

Also, GM's will NOT be permitted to trade Free Agent’s rights in this game. If you do not like it, don’t sign up.


Restricted Free Agent(RFA's)
Western Conference: BigG44
Eastern Conference: PITTisIT

These persons will negotiate all RFA’s in the Western and Eastern Conference. If a RFA is not qualified before the start of free agency they will become an UFA. Follow this guideline to determine an appropriate qualifying offer:

Salary is less than $660,000 – Multiply salary by 1.1
Salary is equal to $660,000 but less than $1 million – Multiply by 1.05
Salary is $1 million or more – Salary stays the same

Remember that the cap hit and salary are often not the same, especially for younger RFA’s.

Undrafted/European Free Agents

This person will represent all Undrafted and European Free Agents. Offers can be made for these players as soon as the game officially starts. The agent will decide when and with whom the players signed.

NHL ENTRY DRAFT DRAFT CHANGES
- Normally we only do the first two rounds, but in this game, we'll do three rounds to change it up a bit. 1st round, 2nd round, 3rd round

- The way the draft will work, is everyone GM needs to send a list into to both draft day mods. If a GM wants to use the latest ISS rankings, all he needs to do is PM both draft day mods and indicate so. If there is another ranking or list from another site or service you would like him to use, send them that.

Also, if you are online and intend to make your pick, make sure you make a post stating that you are in fact online and ready to make your pick. There is no 10 minute rule in between picks, so any teams that fails to do these simple things will have their picks automatically made.

Each GM is allowed to request a 10 minute extension, to finish working out a trade for a pick. If no extension is requested, you will be auto'd. If a GM exceeds the allotted 10 minute extension, he will be auto'd.

Furthermore, if you make a trade involving a 2009 1st, 2nd or 3rd round draft pick, make sure you send him a PM letting him know about it so he can update the draft order. Other than the three league commissioners, only they are empowered to make a pick for a team that is not online.


Contract Extensions

The Hockey Hitman

This person will handle any contract extensions. For a GM to sign a player on his roster to a contract extension, the player must not be a UFA-to-be the following summer. The contract offer can NOT be made until after the start of free agency. All offers are to be sent to him. Granted, keep in mind he will not be extending the contracts of players just to do it. It will have to be a good deal that makes sense for the player to sign, just as if it was dealing with a RFA or UFA.

Buyouts/Waivers

Each GM will be allowed to pursue the buyout option on up to 1 player on their roster. To buyout a player, you must first put them on waivers. After 24 hours, if the player is not picked up, you can buy the player out, or you can bring them back through re-entry waivers, in hopes of another GM claiming the player, which would count only half of the players salary against the cap. Teams will be allowed to send 1 veteran down in the minors after this players clear waivers but there will be restrictions.

Here they are:

-Teams cannot send down a veteran that has more than 2 years to his contract.
-Teams cannot send down a veteran they signed to a one way contract during this game.

You can continue to waive players if you want to but then you will either have to buy them out or keep them on your roster.

All buyouts must be final before the beginning of Free Agency.

Waivers Thread

In this game we will have a thread for waivers. A GM who wants to place a player on waivers will announce it in the main thread, then post it in the waivers thread. The time stamp of the post will determine when the 24 hours begins. If a team wants to place a claim on the player, they will indicate their interest by posting a request to claim in this thread. Waiver claims will always be determined by whatever the real NHL standings are at the time of the claim.

So for example: say the Boston GM waived Zdeno Chara. The Boston GM would post that he is waiving the player in the threads (both main thread and waivers thread). And say, 15 teams claimed him...but which one is furthest down the standings in the NHL right now? That team gets him.

Retirements/ LTIR

If you want one of your players to retire or be place on long term injury, this will also be handled by the League Commissioners. You will need 2 approvals to make it official.

If a player is placed on LTIR, they still count against the cap, but that team can spend over the actual cap in the amount of the player’s contract.

Example: Player A's cap hit is $2.5 million and they are placed on LTIR. He still counts to the cap, but the team's payroll can equal $58.5 million instead of the actual cap of $56 million.

Coach Hiring

This person will be the agent for all coaches. If a team would like to hire a new coach, please post that request in the thread. Any other GM with interest in the same coach should post, within 24 hours, that they would like the same coach to join their organization. If after 24 hours, no one has expressed interest, the coach "signs" with the original poster. If more than one team expresses interest in the 24 hour period, the interested teams will be given an opportunity to sell their organization to the coach. No money will be discussed. The agent will make the decision solely on the team’s situation.

This is who GM's share "insider" information with...about potential players available, trade rumors etc. and also would be general color commentator for the game, reporting on all the latest game news, whether it be signings, trades, or whatever.

I have been told Pittsburgh I'd currently in talks with a Western Conference team and a Eastern Conference team. It is believed Crosby is "Never welcomed in Pittsburgh again," after his lackluster finals. (e4)

Dany Heatley will not be traded, rather bought out. It is told that Heatley won't waive it for ANYONE. He will get bought AND go to Metalurg Magnitogorsk.(e5)
