Yes.

It's not a violation for high-sticking until they play the puck again. Therefore, play continues until there's another reason to stop it.

Since no one was playing the puck from either side, it's treated the same way as when a puck gets frozen in a pile of bodies in the corner or when someone falls on it. Play stopped, face-off in the zone where the puck was.
