No it's not. These things go on all game long. Guys get in each other's faces, shove each other around. Just because Subban falls to the ice doesn't make it a penalty. Refs get in there to separate the guys.

The ones on Weal and Armia were clear penalties the refs missed. And both would have been more significant because one would be a penalty shot and the other a 4-minute PP.
