It's not arbitrary, butt ending is an automatic 5 minute major. Attempting to butt end is 4 minutes or a 5 minute major, but as soon as you connect you're out of the game.
There's a lot of discretion that goes on in a game regarding what gets called and what doesn't. If refs called every infraction, then it would be constant battle of special teams. In this case it didn't affect a scoring chance, and wasn't a dangerous play. Instead you're now giving a major penalty that could be a huge swing, for something that is equivilant to what happens during every scrum.

People do not slide their hand down their stick and butt end people on every scrum, it's well known that it's frowned upon and you will be tossed if caught. There is nothing arbitrary to that call, the ref saw it and made the correct call 100%. Calling it arbitrary is complete nonsense.

You could make the case that the worst thing to happen to the Swiss was the 2 goal lead. They look lost and have since they jumped out to the early lead.

For a team that plays tight defense how can thew Swiss PP be so awful?

Watching this game I get the notion that the IIHF is making up the rules on the fly then up is down black is white and I'm tempted to yell " third base!" at every whistle.
