Restricted (Group 2) NHL free agents can discuss new contracts with other teams beginning on the day after this season's entry draft, June 26, which is also the deadline for a team to make a qualifying offer. Discussions must cease if a player accepts a contract from his own team or is confirmed to go into arbitration with his team, be it player- or team-filed.
An offer sheet is a contract offered to a restricted free agent by a team other than the one for which he played during the prior season.
When a player accepts an offer sheet and his team declines to match the value of the contract, his former team is entitled to draft pick compensation in the next upcoming draft or drafts based on the averaged yearly salary of the contract.

On July 1, 2016 the free agency period begins and unrestricted free agents are free to negotiate and sign contracts with any team.
In addition, any player at least 22 years of age who has not been selected in the NHL Draft can sign with any team as a free agent.
Any player who is not entry-level, but does not meet the qualifications of unrestricted free agency becomes a restricted free agent when his contract expires.

I thought I'd be mad, but for the first time in awhile I am glad the rangers are in on NONE of these horrendous rumors/deals. Ladd, Okposo, etc.. horrid contracts

Ladd and LE deals I think will be the worst of this offseason "frenzy." Teams can do a lot. Worse than KO at 7x7, and they are going to show it today!

Detroit has $12,7 M in space after Helm & Marchenko, DeKeyser and Pulkinen left to sign as RFAs, add Franzens $3,954,545 on LTIR and they still have $16,65 M. They will be busy esp if Radulov goes to Montreal - Looks like they are going to overpay for Nielsen though...

The lucic deal is going to be comical if it's anywhere near KO's deal.

I take KO all day over the rest of the crap on the market, but not if I'm NYR in their situation.
