Masonius is still PIT property, via CBA 8.6(c)(iii)

Masonius was drafted at 18, and was already in college at the time of his draft. He left college before his fourth year, and so he should be PIT property until the fourth June 1 after his draft - the highlighted part in the text above.
That would make him UFA on June 1 , 2020.
For someone reason Capfriendly has his rights expiring August 15, 2019, but I do not think that was right (unless he technically started university a year early, in his grade 12 year, and was in his 4th and final academic year, set to graduate when he signed... unlikely).

but i read the continuation of that paragraph (and vaguely recall past similar scenarios) that maybe Masonius' rights are no longer held, or will expire soon, since by turning pro he has probably become affected by (b)

"his drafting Club shall retain exclusive rights for the negotiation of his services until the later of: (a) the fourth June 1 following his selection in the Entry Draft, or (b) thirty (30) days after NHL Central Registry receives notice that the Player is no longer a bona fide college student;

The "later of" clause puts in on (a)
He made the decision last April, and 30 days after that would be last may, but then Pittsburgh gets the later date of June 2020.
It essentially rules in favour of the team.

Bengtsson... should have been RFA at the end of his contract, and nhl.com and eliteprospects both list him as PIT property. CapFriendly however seems to think PIT chose not to qualify him, and let him go as a UFA.

There will be a mass amount of players on waivers so they might make it through.

Anyone not on an NHL roster after 3pm today can't play in the playoffs.

Also might be a restriction on signing players even after 3pm ?

Not really, only 4 other players were on waivers today, 3 goalies.

Why are all these AHL goalies being signed today?

UFAs signed past the NHL trade deadline can't play during the playoffs

I guess Buffalo, Florida and NYI are adding an extra goaltender for safety reasons. Before making those moves, each of these three teams only had 3 healthy goaltenders under contract at the NHL/AHL levels.

Buffalo: Hutton, Ullmark, Wedgewood + Wilcox (Injured: Johansson, Junior: Luukonen)
Florida: Luongo, Reimer, Montembault + Driedger
NYI: Lehner, Greiss, Gibson + Smith (Injured: Soderstrom, Europe: Skarek)
