This rule is going to be an absolute shitshow, then. That there’s no sense of objectivity is going to lead to situations just like this where objectively worse actions go unpunished. That this one resulted in a red card after an even worse decision just compound matters.

Referees use judgement for everything.

You didn't need a stopwatch timing to know that as soon as Arsenal scored they immediately began wasting time. The referee emphatically warned Partey a couple minutes before and then they proceeded to waste more time at the next stoppage. It was painfully obvious that they were wasting time and then someone got carded for it. That's the entire point of the rule and an example of it working great.

The only reason people are upset about the Tomi time wasting yellow are because he got screwed later with an awful yellow. If the ref didn't make an awful yellow call later absolutely no one would have complained.

Like I said, setting the standard at 24 seconds a throw in is going to cause problems down the line. There were two impressively soft yellow cards that resulted in a changing of the game. Yes, if the second one hadn't also been given, the first one wouldn't be a problem. Conversely, if the first one hadn't been given, the second one being that soft wouldn't be talked about either.

The standard isn't 24 seconds. The standard is if you're obviously wasting time, which anyone with eyes could see that Arsenal was doing.
