What makes this Odegaard handball so funny to me is that it's way more unambiguous than the (extremely unambiguous) Saliba handball against Chelsea

I struggle to conjure a rationale for it not being handball

No where does it say the hand has to be on the ground. You can be bracing for a fall and the ball hits on your way down.

I think so and it's a great choice.
