It's not that it's subjective if Maguire was in an offside position, the question is if he was impacting play, which is a subjective decision.

Based on the rule, if Maguire had just run in a straight line and not made any sort of attempt on the ball, it shouldn't be called offside since the way the rules are written he's not responsible for the defender's choice to cover him instead of Garnacho. However since he kinda half stretched out his right leg in a quasi attempt to get the ball that counts as attempting to play the ball/being involved in play.
