Yes. The ball could literally be sitting against the corner flag on the other end of the pitch. A direct free kick foul inside the box always results in a pen.

The only way violent conduct like that wouldn't result in a pen is if play wasn't live when it happened. Then it's not a foul, but rather misconduct. In that case play would be restarted via the same method it was originally planning on being restarted by.
