From my reading of the CBA, playing with the Admirals for the rest of this season won't burn a year, since he was 19 years old when he signed it, but next season will burn a year even if he's never called up to the Preds. It's only players under 20 (and Dougherty will be 20 next season) who can have their ELCs extended for not playing at least 10 NHL games.

I don't think so. I'm under the impression that only NHL games (at least 10) or at least one playoff game will burn a year of ELC.

You're right on the 10 NHL games part, but the CBA doesn't say anything in this context about playoff games.
