He doesn't mean the 31st overall pick, he means the 31st pick in the 3rd roundwashington has two 3rd rounders. toronto's and washingtons
if washington wins the cup then the 31st pick (aka washingtons original pick) goes to chicago
if leafs win the cup then the 31st pick (aka torontos pick owned by caps) goes to chicago
