I have 0 issue with it. If you don't have that as an automatic penalty, you're going to have tired players intentionally throwing pucks out of play to get a whistle.

Nah, that penalty blows. Worst call in the game and has been since they instituted what 15 years ago? Give that call to the referee to make a discrepancy call as to whether the guy meant to dump it over the glass or not. Obviously that's a problem with giving that to the ref but this is a bullshit automatic call. Give the ref's discrepancy or remove the rule. It's a garage league penalty.
