I think Scott cares and wants to win but that doesn't magically make it so when there is such systemic incompetence at every level of the org. He's not the one picking the players and running the draft for instance. He does have influence on how things are run though and certainly on who is in place to run them. That's the part that shows he is incompetent too but this is hardly a revelation as he came in as business guy who knew basically nothing about hockey.
He should be able to figure out though that this isn't working and they need new people calling the shots. That's the one thing that gives me a tiny bit of hope is that the continual losing is forcing a change at GM at the very least. It may not help in the long run if they choose another clown but at least it seems that Fletch is on the way out. Scott needs to pick his own GM though and hopefully has learned from deferring to Clarke last time.
