I would say that no one chosen in the first four rounds could be a keeper and I agree that the "lottery teams" could go to top draft picks. Also, if you make a keeper a guy from the FA, it will count in the last round.

I can swallow a 4 keeper, but prospect is too far for me. Just too much of a commitment, I've done it in other leagues, it just doesn't work.

The final date to choose keepers would be, for example, a week before the draft and you can change the keepers until that date. And you can drop your keepers freely.

I think it just means that the person has to be drafted no matter what.

Exactly. You can't have more players than the number of rounds in the draft so if you choose a guy from the waiver wire, he needs to be slotted into any round. My suggestion is that to be the last round.
