What kind of players should be designated as such?

I propose that 3 or 4 players can be designated as keepers...
The players ranked in the top 32 cannot be kept...
And fantasy teams that miss the playoffs this year gets the top draft spots next year.

That is just a proposal.

4 keepers: 1C, 1 LW, 1 RW, 1D
I would say that no one chosen in the first four rounds could be a keeper and I agree that the "lottery teams" could go to top draft picks. Also, if you make a keeper a guy from the FA, it will count in the last round.
