How Francis escapes criticism kinda reminds me of Dave Gettleman from the Carolina Panthers. Both have/had somehow built a cult of personality around inheriting some good players while adding a few other good ones themselves while mostly bungling almost every move needed to be a real contender in their respective leagues.
