I'm not exactly sure who was "baffled" by the move. I think every Lightning fan I talked to wanted Cooper over any other candidate including just about everybody in this thread.

It's a blog not dedicated to covering the Lightning. Research is out of their depth. Especially if it interferes with the narrative they're trying to push.

But when it's a writer from Tampa who's writing about Tampa, I'd expect a little more research. He proudly boasts "will also bring some interesting insight into what's happening with the Lightning in the Tampa area.".
