Bills/Sabres new downtown mega complex with 5 ice rinks between FN/HC/megatron complex attached by bridge that will be hosting all future all star games, superbowls, drafts (of both leagues), and combines (of both leagues)
You're selling this thing WAY SHORT. A new, 2nd NHL team in Buffalo for expansion. It's the only possible explanation.

That would be my guess. All Star games locations, IIRC, are usually announced all star weekend a few years before. Probably a full draft weekend full of events, etc.
The 2016 Draft has been rumoured for awhile so maybe it will come to fruition.
Or maybe he will announce that due to the organization's unwavering support of tanking we will be rewarded with the rights to Connor McDavid and he will no longer be draft eligible. Of course we will also retain our three first round selections.

Bettman : "After much consideration, the NHL has decided to award the long rumored 2nd Greater Toronto Area franchise to Terry Pegula. This new team will play in a new facility outlined below. Mr. Pegula is a great asset to our league, and we look forward to asking him for a few dollars the next time we screw up with a hockey team in the desert."
Gov. Guomo : "We would also like to announce that Mr. Pegula has signed an agreement to build a massive platform over the Niagara River, showcasing a new development project. We've named it HarborCenter 2 : We're Serious This Time.
This new, $14 trillion dollar project will consist of a new stadium for the Buffalo Bills, a 25 rink complex housing the new NHL franchise, USA hockey, and 4 yet to be determined OHL expansion teams. Future room has been set aside for future NHL teams in need of relocation. (Arizona, we love ya, but call us.) An integrated mass transit system will also be installed, linking the GTA and Buffalo metro areas."

Let's couple that with the summer report of the 2016 draft. I'd like to assume that it's 2017 and not 2016 because they don't want Buffalo hosting both in the same year.

We just had the All-Star Game in 1978. Probably don't want to have it back in Buffalo so soon.
