Well Toronto agrees with me so I'll take their word.
Toronto probably found it inconclusive and deferred to the call on the ice.
But take it from somebody who's pretty good at skating- the back foot doesn't move like that if you're using it to stop.
It was a hockey play. You are allowed to direct a puck in with the skate, just no kicking motion. You don't need the back foot to stop. It is quite possible to stop with your back foot off the ice.
Maybe we should meet at Bojangles and have a skate off?
