It feels weird to post and Sticky this the week of the deadline, but March 1st is the beginning of the new year for Prospect Signings so I figured I'd better get it up there.
-As per previous years, we define prospect for this thread as a player who is Calder eligible for next season who has never previously signed an NHL contract.
-All info in Post #2 on players with expiring rights comes courtesy of the essential CapFriendly
-I may add more detail to this thread, or may keep things the way they are.
-Let me know if you see any mistakes or typos!

Caveat that there remains uncertainty regarding rights expiration, and extended NCAA eligibility, for college guys due to NCAA's Covid-related exceptions.
Guys who had seasons affected by Covid were allowed extended NCAA eligibility.
An extreme example of those accommodations, Easton Brodzinski, who signed summer'22 w NYR's AHL Hartford affiliate after 5 full seasons, 176 games at St Cloud

Couple that with red-shirt seasons, and rights expiration may be uncertain in some 'edge cases'

Re my NYR, these considerations might affect 2 guys

- Simon Kjellberg has played 3 full NCAA seasons, 2 at RPI, with a Covid non-season between, and this year at NMU. CapFriendly has his rights expiring not until Aug'24, but few expect him to stay in school; (FYI his brother is due to enter NMU in Fall'24)

- Eric Ciccolini has played 4 seasons at Mich, and because Big 10 played on thru Covid, B10 guys maybe won't get extra seasons for that.
But Cicc, due to injury, played only 4 games '21-22, and might be eligible to have that season not count and return.

Most NYR followers expect both to leave college after this season, although NHL ELC's may not be likely

Players in NCAA get that extra season (in all sports) regardless if their schools played during the pandemic year or not.

Goalie Dylan St. Cyr is currently in his fifth season (three schools) after three seasons at Notre Dame, last year at Quinnipiac and now at Michigan State.

For the most part, however, if a guy is taking a fifth college season (unless there was an injury involved) he isn't likely to sign an ELC.

not a CBA expert but i did take a look at CBA 8.6 before posting

teams drafting players from Junior have their exclusive rights retained for 2 years, even if drafted at 19 or 20

somewhere in the mix there is a requirement, to retain rights, of a "bona fide offer" which must be tendered but can be conditional, such as must be accepted within 30 days,
but the unclear to me when that must be tendered

and if not signed to NHL contract within 2 years of drafting, unsigned drafted Junior players are eligible to be redrafted
(regarding guys drafted at 19 or 20, i don't know of any examples of a 22 year old being drafted, but not that surprising,
- what team would burn a pick on a guy that old and highly unlikely to be drafted by any team?,
- and what team is gonna let a potentially useful guy worth signing waste prime years?,
- and what player, who is a genuine prospect, is gonna choose to decline the ELC offer to float around on the outside for the NHL system at that age?)

NOTE each year there are Junior players, drafted at 18, who are unsigned and available for redrafting at 20, but only a very few actually get redrafted
for example, in '20 NYR drafted Evan Vierling, but allowed their rights to lapse,
he went undrafted in '22, now completing an overage season in OHL

The 6’5” (RHD) Finn, who turned 22 in January, has taken a somewhat strange route (to signing his ELC) after coming to NA and playing 2 NCAA seasons at DU, only to return to Finland, to turn Pro and play in Liiga for TPS.

His return to Finland was viewed by some, as him somehow abandoning his NHL future. Far from it.

The Wings originally didn’t want him to turn pro and to remain at Denver for his Junior year. Grand Rapids was already going to be over-stocked (on the blue line) in 22’-23’, and he was in a really good situation at DU.

Detroit will tell you it was a mutual decision he join TPS and play in Liiga, but that was only after he made the decision to turn pro.. Whatever the case, it turned out to be the correct decision, as he led all rookie dmen with 20 points in 60 games, and took a big step with his core strength playing against men.

We hear a lot about Wallinder, Johansson and obviously Edvinsson for good reason, but quietly Tuomisto, who was drafted 35th overall, has developed really well this year. More than they anticipated.

Senators 2nd rounder signs 2 year AHL deal (one of those years is for this current season) with Toronto's affiliate

SIDENOTES:
Both players were 2018 draft picks of the NYI and chose to go a 5th year of college this past season.

Pivonka's 10 goals this season were more than he had in the four years prior combined.

Krygier had just 20 total points over his 5-season college career, but suited up for 158 games over that span, having been a top 6 Dman every step of the way.
