You dont need to touch the plant leg for it to be penalty

Plant leg is the 15 yarder. Non plant leg is the 5. Guess that might have been the old rules.

But per MP it’s up to the official to determine force in the non plant leg. The fact that neither leg was on the ground probably is what got it 15.
